Empire Project Management is an Owner’s Representation and Project Management firm with national capabilities, guiding comprehensive development projects through all phases of construction and real estate development.
We act as the client’s dedicated strategic advisor—from feasibility and pre-construction through project closeout. Our role includes evaluating site conditions with the architects and inspectors, procuring and managing consultants, managing project costs, driving constructability, and mitigating risk across every milestone.

Feasibility & Planning
Empire evaluates all relevant project parameters – site conditions, zoning, entitlement pathways, and financial feasibility. We define clear objectives, identify and validate constraints early, and develop a strategic roadmap to move the project forward with clarity and confidence.
Design Oversight & Pre-Construction
Once planning is complete, we lead the process of selecting design consultants, managing schematic and design development phases, coordinating permitting strategies, and aligning the design with budget and schedule targets. We also manage contractor prequalification, bid solicitation, analysis, and negotiation.
Construction Management
Empire provides full oversight of day-to-day construction operations. We coordinate contractors, enforce project controls, monitor schedule and budget adherence, and proactively resolve issues. Our focus is minimizing risk, maximizing quality, and ensuring transparent communication at every level.
Project Close-Out & Turnover
We oversee final inspections, ensure completion of punch list items and gathering of required close out documentation. Empire coordinates issuances of warranties due, O&M manuals, all compliance documentation and certifications, collection of final lien releases, and close out of permits with issuance of CoO.
